CO2 Performance Ladder: two support projects within the Moury group
Two entities from the same group, two distinct trades, one shared requirement: to structure the measurement and reduction of greenhouse gas emissions. Both Entreprises Gilles Moury SA and D-FI have embarked on the CO2 Performance Ladder® certification process, supported by the ABV team. Here is a look back at two parallel journeys and what they reveal about a well-structured carbon strategy.
Two entities, one group
Entreprises Gilles Moury SA is a general contractor for public and private works, based in Ans in the Liège region. Its activities cover the entire structural and construction chain for both public and private markets. It is part of the Moury Construct group, alongside companies including Menuiserie Mosane (Mosabois), Bemat, Mourylux, and Moury Promotion.
D-FI, founded on January 21, 1993, by Nicola Finocchio, has established itself as a benchmark in HVAC (heating, ventilation, air conditioning, and sanitary) solutions for businesses and industrial environments. Based in Sprimont, the company operates in Wallonia and Brussels. Its 90 qualified professionals hold D16 (Sanitary/Heating), D18 (Ventilation) class 6, and D17 (Central Heating) class 7 certifications. In May 2023, D-FI joined the Moury Construct group while maintaining its operational independence.
Different positioning, then, but the same conclusion: in construction and specialized technical fields, managing CO2 emissions has become as much a criterion for market access as it is a matter of internal management.
The CO2 Performance Ladder®: what is it?
The CO2 Performance Ladder® is a certification system owned and independently managed by SKAO (Stichting Klimaatvriendelijk Aanbesteden en Ondernemen). In Belgium, its implementation is promoted and supported by BENOR. It certifies a company's control over its greenhouse gas emissions by covering all scopes: direct emissions from the company's own activities (Scope 1), indirect emissions related to energy consumption (Scope 2), and other indirect emissions such as business travel, waste management, or the supply chain (Scope 3).
Beyond the carbon footprint, the certification requires a comprehensive CO2 management system: measurable reduction targets, regular emission monitoring, and a continuous improvement process. Version 3.1 of the standard includes five successive levels; version 4.0 replaces these with three tiers. The certificate is issued by an accredited body following a two-phase initial audit and is maintained through annual assessments over a three-year cycle.
It also serves as a concrete lever for companies active in public procurement: a notional reduction can be applied to the bid price during tender analysis, thereby improving the certified company's ranking.
Entreprises Gilles Moury: Level 3 and quantified targets
The certificate obtained by the group jointly covers Entreprises Gilles Moury SA and Menuiserie Mosane (Mosabois) SA for their general contracting activities in public and private works. It attests to a CO2 performance management system corresponding to Level 3 of the CO2 Performance Ladder Manual version 3.1 and was issued in June 2026 for a three-year cycle.
This two-entity scope was the unique aspect of the mission: it required building a common management system while accounting for two distinct operational realities—structural work and carpentry.
The process is accompanied by public, dated targets: a 20% reduction in emissions by 2029 and 40% by 2034, compared to the 2024 baseline year. The group also publishes its carbon footprint report, its QSE and CO2 policy, its reduction action plan, and its list of initiatives, in accordance with the transparency requirements of the standard.
D-FI: certification as the formalization of an existing commitment
Long committed to a sustainable and eco-responsible approach, D-FI sought to formalize this commitment through a recognized certification. The goal was clear: to achieve certification. The result: certification achieved.

What these two journeys reveal
Conducted for two entities in different sectors, these missions highlight three constants.
- The first concerns documentation. Collecting activity data (fuel, electricity, and gas consumption, travel, and site flows) is the most time-consuming task. Identifying available data sources and internal points of contact from the start determines the project's overall timeline.
- The second concerns scope. For a group, deciding which legal entities to include in the certificate is significant: it determines the data collection workload, the structure of the carbon footprint, and the commercial reach of the certificate in public tenders. This must be decided upfront, not during the mission.
- The third concerns the post-certification phase. Certification is not the finish line: annual assessments verify that reduction targets are being actively pursued and that the management system remains effective. A realistic action plan is worth more than an ambitious goal that isn't met.
