Feasibility, studies & environmental permits

An environmental permit is required whenever an activity is classified—that is, when it is likely to have an impact on the environment or the surrounding area. This requirement applies not only to new activities but also to modifications or expansions of existing activities. In Wallonia, the environmental permit can be combined with the zoning permit to form a “single permit” when the project also involves construction or renovation work.

An EIA (Environmental Impact Assessment) is mandatory for Class 1 projects (those with the greatest impact) and must be conducted by a certified consultant. The NEI (Impact Assessment Notice) applies to Class 2 or 1B projects in Wallonia. The RIE (Environmental Impact Report) is the Brussels and Flemish equivalent for these projects. ABV Environment is accredited as an impact study consultant in the Brussels-Capital Region and in Wallonia.

The implementation of a project is never without implications: each site presents specific environmental, regulatory, and technical constraints. A preliminary feasibility study helps identify natural risks (flood zones, soil instability), potential residual pollution, urban planning constraints, and protected areas. It helps avoid administrative roadblocks, reduces the risk of cost overruns, and allows the project to be adapted to its environment starting in the design phase.

Engaging a project management consultant (AMO) is essential whenever a project involves an environmental aspect that requires specific expertise or multidisciplinary coordination: the development of an industrial site, soil remediation, or the implementation of a biomethanation plant, a waste treatment facility, or a district heating network. The project management consultant coordinates stakeholders, oversees administrative procedures, and supports the project owner from the design phase through to project completion.
