Many projects – whether they involve operating an activity or real estate or industrial development – can pose risks to the environment. It is mandatory to assess these risks before any permit is issued.
Environmental Impact Assessment (EIE) aims to transparently and objectively identify, describe, and assess the significant environmental impacts of a project. In Belgium, regional authorities require it as part of a permit application (environmental, single, or urban planning) or as part of a procedure for recognizing a SAR perimeter.

A legal instrument governed by regional regulations
In all three regions, Class 1 and 2 activities and installations require an environmental permit. All Class 1 projects and some identified by the authorities require an environmental impact assessment (EIA). The EIA is a legal and mandatory instrument carried out by a company approved by the regional authorities.
Permit applications for Class 2 or 1B projects must be accompanied by an impact assessment notice (IAN) in Wallonia, or an environmental impact report (EIR) in Brussels and Flanders. These documents outline the project's main environmental parameters and analyze its impacts.
