In Wallonia, operations involving earthworks are governed by the "excavated soil" decree of July 5, 2018, which has been in force since 2020. Anticipating these obligations from the design stage prevents complications during construction.
As soon as your project involves earthworks exceeding 400 m³ (or from 1 m³ if the plot is deemed suspicious according to the BDES), you are subject to a set of regulatory obligations.

In Wallonia, the decree of July 5, 2018, mandates a soil assessment before any soil excavation. These requirements apply to any soil movement exceeding 400 m³, or from 1 m³ if the plot is suspected of being polluted according to the Soil State Database (BDES).
It is also mandatory for any import of backfill soil into Wallonia from other regions. To comply, an approved consulting firm must carry out the necessary controls and analyses to establish and submit the required soil quality report (RQT).
