Management of excavated soil in Flanders
Technical report, soil analysis, and regulatory compliance for your excavation projects.

In Flanders, any project involving soil excavation or backfilling is subject to a precise regulatory framework. Anticipating these requirements from the design phase helps avoid complications during construction.
Whenever your project involves earthworks, specific obligations apply to detect potential contamination, protect the environment, and prevent the displacement of contaminated soil.
ABV Development, an approved consulting firm, supports you from soil assessment to submitting reports to authorities and managing administrative procedures. Our experts cover all three Belgian regions.

The technical report (technisch verslag): a regulatory requirement in Flanders
In the Flemish Region, any excavation or backfill project requires a preliminary earthworks study and the preparation of a technical report: the technisch verslag (TV). This report assesses soil quality based on samples collected on site and analyzed in a laboratory.
The environmental soil quality code then determines the possibilities for reuse. A technical report is mandatory when more than 250 m³ of non-suspect soil needs to be excavated and moved, or when less than 250 m³ of suspect soil is excavated, regardless of its intended use.
This report can also be used for soil reuse in the Brussels-Capital Region.
