The OBO aims to verify the potential presence of pollution and to provide an initial description and estimation of its extent. It constitutes the first mandatory level of investigation in the Flemish Region.

The characterization study (BBO) accurately determines the nature and level of pollution, and establishes whether it poses a serious threat. It is also possible to conduct a combined study (OBBO) that integrates the orientation and characterization into a single process.

Conducted as part of the characterization study, the risk assessment identifies the level of risk to human health and environmental quality. Its conclusions determine the necessity and urgency of remediation work.

The BSP is a report that defines how remediation work will be carried out and supervised. The expert compares several remediation techniques (efficiency, applicability, cost, timelines) and proposes the chosen technique to OVAM. An accelerated procedure (bBSP) is applicable under certain conditions.

The TV determines the quality of excavated soil and optimizes its valorization in Flanders. It is mandatory when more than 250 m³ of non-suspect soil is moved, or when less than 250 m³ of suspect soil is excavated, regardless of its use. The TV must be validated by Grondbank or Grondwijzer.
