The Flemish Regulatory Framework for Soil Studies

In the Flemish Region, the requirements for contaminated soil studies are defined by the Flemish Decree of October 27, 2006, concerning soil remediation and soil protection.

This framework mandates a structured process including at minimum an orientation study (OBO), and where applicable, a characterization study (BBO or OBBO), a risk assessment, and the definition of a remediation project (BSP), all supervised by an accredited expert.

In Flanders, a soil contamination study is specifically required when selling a high-risk plot (risicogrond), when applying for an omgevingsvergunning (environmental permit), and upon the accidental discovery of contamination.
