The Industrial Emission Directive (IED) imposes complementary requirements on various European industrial actors in terms of management and environmental performance. In order to meet these requirements, these companies must apply the Best Available Techniques (BAT), in particular in terms of emissions monitoring and control, participation and information to the public. Within the European Union, the most polluting installations are governed by the FDI directive, relating to industrial emissions and integrated pollution prevention and control. This directive imposes new requirements on the companies concerned, mainly players operating in the energy, steel, chemical, agri-food and waste management sectors. It also concerns activities related to breeding and the processing of animal and vegetable products.
Better prevention and reduction of pollution in industry
Within the European Union, the most polluting installations are governed by the IED Directive, relating to industrial emissions and the integrated prevention and reduction of pollution. This directive imposes new requirements on the companies concerned, mainly players operating in the energy, steel, chemical, agri-food and waste management sectors. It also concerns activities related to breeding and the treatment of animal and vegetable products. The challenge with this directive is to define an integrated approach to the prevention and reduction of pollution in industrial and agricultural installations falling within its scope of application. Through the integration of sustainable development into industrial policies, the aim is to achieve a high level of environmental protection.
The obligation to use the best available techniques
” In particular, the directive requires the companies concerned to use the best available techniques, in short MTD, which are updated regularly with the publication of official conclusions (cMTD). The implementation of CMTDs aims to better prevent pollution of all kinds, against air, water, soil, and waste storage, explains Yannick Masquelier. In the context of FDI, each actor is forced to take action. Among them, the establishment of a Technical File and a Basic Report. ABV has approvals in Wallonia for the preparation of these documents..”
The Technical File as part of the review of operating conditions
La FDI directive introduces a requirement for the periodic review of specific operating conditions as part of the licensing process. ” In this context, following the publication of the CMTDs relating to their main activity, the actors concerned have four years to comply with operational and legal requirements., explains Yannick Masquelier. To this end, they are invited to draw up a Technical File within the first year following the publication of the cMTDs (at most within 2 years for major and/or complex industrial sites) and to communicate it to the Competent Administration. This file, based on a description of the activities, processes, technical installations, measures already taken to limit the impacts on the environment and the environmental impacts of the company, will in particular specify the technical measures implemented, or to be implemented, to meet the standards set.” It is on the basis of this file that the request to update the permit will be able to be processed by the Competent Administration. Then, the company will implement the conformity of its installations on the basis of the adapted permit.
A Basic Report Assessing the Level of Soil Contamination
On the other hand, the Basic Report is a document containing the information necessary to determine the health status of soil and groundwater at a given time. ” This report should make it possible to make a quantitative and qualitative comparison of the state of the soil in relation to the standards in force. ”, assures Yannick Masquelier.
